0–100, higher is better. How it is calculated

The SV-Meldeportal is an official electronic reporting portal operated by the Informationstechnische Servicestelle der gesetzlichen Krankenversicherung GmbH (ITSG), serving employers and self-employed individuals in Germany for social insurance data exchange. It provides a secure, system-verified fill-in aid for submitting mandatory social insurance notifications, contribution statements, certificates, and applications. The portal is positioned as a government-related service with a clear focus on compliance and secure communication. Technically, the website is built on a modern WordPress CMS platform, utilizing popular plugins such as Yoast SEO Premium and WPBakery Page Builder. The site demonstrates good mobile optimization, SEO practices, and accessibility features, although some improvements in security headers and cookie consent mechanisms could be made. The presence of ISO 27001 certification indicates a strong commitment to information security standards. From a security perspective, the site uses HTTPS with a good SSL configuration and does not expose sensitive data in its HTML content. However, explicit security headers are not visibly implemented, and no incident response contact details are provided. The site lacks a cookie consent banner despite having a cookie policy, which may affect GDPR compliance. Overall, the security posture is solid but could benefit from enhancements in transparency and technical controls. The overall risk assessment is low, with the site appearing trustworthy, professionally maintained, and aligned with its stated business purpose. Strategic recommendations include implementing comprehensive security headers, adding a cookie consent mechanism, publishing vulnerability disclosure information, and providing clear incident response contacts to further strengthen trust and compliance.

This scan rated NIS2 with an earlier keyword method that is no longer shown; rescan for the per-article view. Risk management, continuity, supply chain, training, MFA, management oversight (Art. 20) and incident reporting (Art. 23) need internal evidence, and Guard cannot tell whether NIS2 applies to this organisation.

GDPR is indicative only, based on publicly visible signals: Articles 7, 12, 13 and 32 of Regulation (EU) 2016/679 and Article 5(3) of the ePrivacy Directive. Not a certification or legal assessment.

How this score is calculated

The security score runs 0–100, higher is better. It is the plain average of the security checks that completed in this scan, each counted equally. A check that could not run is left out: it counts neither as a pass nor as a fail.

Not counted

  • NIS2 outside view: Re-weights evidence from the TLS, email, DNS, network and hygiene checks, so counting it would count that evidence twice. Shown on its own.
  • OffSeq Observations: An AI reading of the site, useful context but not reproducible evidence. Shown on its own.

Findings that cap the score at 49

Each of these is serious on its own, so while any is present the site cannot rate better than high risk, however good the other checks are.

  • The certificate is not trusted by browsers
  • The website is not served over HTTPS
  • A database, remote desktop, file-sharing or Telnet service is reachable from the internet
  • The page loads a script from a compromised source
  • The domain registration has expired
  • SPF authorises every server to send mail as the domain

Partial scans

When the site blocks Guard or most checks cannot run, the score covers only the checks that ran (usually DNS and email), is capped at 75 and is shown as partial, without a risk level.

Business context

Business profile

The SV-Meldeportal operates as a government essential entity providing a digital platform for social insurance reporting in Germany. Its competitive advantage lies in its official backing by ITSG and integration with statutory social insurance frameworks. The business model focuses on facilitating electronic data exchange between employers/self-employed and social insurance carriers, streamlining compliance processes. Revenue streams are likely funded through government or statutory health insurance contributions. The target customers are employers and self-employed individuals requiring social insurance reporting. Growth indicators include ongoing updates, video tutorials, and digital brochures enhancing user engagement. The partnership ecosystem includes statutory health insurance providers and government bodies. The company maintains a consistent brand and professional online presence, supporting its authoritative market position.

Security posture

The website demonstrates a mature security posture with HTTPS enforced and ISO 27001 certification documented. No direct vulnerabilities or exposed sensitive data were detected in the HTML content. However, the absence of explicit security headers such as Content-Security-Policy and X-Frame-Options represents a potential area for improvement. The lack of incident response contact information and vulnerability disclosure mechanisms limits transparency and preparedness. GDPR compliance is mostly addressed through privacy and cookie policies, but the missing cookie consent banner is a compliance gap. Overall, the security culture appears strong given the official nature and certifications, but technical and procedural enhancements are recommended to meet best practices fully.

Recommendations

  1. Implement comprehensive HTTP security headers including Content-Security-Policy, X-Frame-Options, X-Content-Type-Options, and Referrer-Policy.
  2. Add a visible cookie consent banner to comply fully with GDPR cookie regulations.
  3. Publish a security.txt file or equivalent vulnerability disclosure policy to facilitate responsible reporting.
  4. Provide explicit incident response contact information such as security@ or abuse@ email addresses.
  5. Regularly audit and update third-party libraries and plugins to mitigate potential vulnerabilities.

Notes

The website is built on WordPress 6.8.3 with a modern tech stack including Bootstrap for responsive design and jQuery for client-side scripting. SEO is enhanced via Yoast SEO Premium, and content is managed with WPBakery Page Builder. The site loads with moderate performance, optimized for mobile devices with good accessibility features. No critical technical debt or outdated components were detected. Hosting provider details are not explicit but the site uses multiple authoritative name servers under its domain. Standards and sources

Reference chips under each finding point to the standard, regulation or specification the finding relates to. They are taken from the official datasets below and mapped conservatively: a finding with no defensible link shows none. NIS2 and GDPR references mark where a finding is relevant evidence, not a compliance verdict. Implementing Regulation (EU) 2024/2690 binds digital infrastructure and digital service providers; for other entities it is the most detailed public reading of the Article 21 measures. WCAG, EN 301 549, European Accessibility Act and Web Accessibility Directive references name the requirement an automated accessibility rule relates to; they are not a conformance verdict.
