Risk levelHigh

0–100, higher is better. How it is calculated

The website www.chudenice.eu is a local community informational portal focused on the town of Chudenice and its surroundings in the Czech Republic. It provides historical, cultural, tourism, and event information relevant to residents and visitors. The site is modest in scale, targeting a general audience interested in local heritage and tourism. The business model appears to be informational and community service oriented, with no direct commercial transactions evident. Technically, the site uses legacy web technologies including HTML with windows-1250 charset and IE8 compatibility, along with JavaScript libraries such as jQuery and integrations with Facebook SDK and Google Analytics for social and tracking purposes. However, the site lacks modern security practices such as HTTPS enforcement and security headers, and does not provide privacy or cookie policies, which impacts its privacy compliance and security posture. No contact emails or phone numbers are explicitly provided, limiting direct communication channels. The domain WHOIS data is not publicly available due to EURid privacy protection, which is common for .eu domains and does not raise immediate legitimacy concerns. Overall, the site is functional for its purpose but requires improvements in security, privacy compliance, and technical modernization.

Risk management, continuity, supply chain, training, MFA, management oversight (Art. 20) and incident reporting (Art. 23) need internal evidence, and Guard cannot tell whether NIS2 applies to this organisation.

GDPR is indicative only, based on publicly visible signals: Articles 7, 12, 13 and 32 of Regulation (EU) 2016/679 and Article 5(3) of the ePrivacy Directive. Not a certification or legal assessment.

Results by check

Each check with its score, findings and the evidence it collected.

How this score is calculated

The security score runs 0–100, higher is better. It is the plain average of the security checks that completed in this scan, each counted equally. A check that could not run is left out: it counts neither as a pass nor as a fail.

Average

Not counted

  • NIS2 outside view: Re-weights evidence from the TLS, email, DNS, network and hygiene checks, so counting it would count that evidence twice. Shown on its own.
  • OffSeq Observations: An AI reading of the site, useful context but not reproducible evidence. Shown on its own.

Findings that cap the score at 49

Each of these is serious on its own, so while any is present the site cannot rate better than high risk, however good the other checks are.

  • The certificate is not trusted by browsers
  • The website is not served over HTTPS
  • A database, remote desktop, file-sharing or Telnet service is reachable from the internet
  • The page loads a script from a compromised source
  • The domain registration has expired
  • SPF authorises every server to send mail as the domain

Partial scans

When the site blocks Guard or most checks cannot run, the score covers only the checks that ran (usually DNS and email), is capped at 75 and is shown as partial, without a risk level.

Technical appendix

Business context, site observations and technical notes gathered during the scan, and the standards behind each reference.

Business context

Business profile

The website serves as a local informational hub for Chudenice, highlighting cultural landmarks, historical figures, and upcoming events. It links to partner sites such as local castles, churches, and cultural organizations, indicating a cooperative local network. The business model is non-commercial, focusing on community engagement and tourism promotion. The site likely operates on a small scale with limited resources, as indicated by the basic design and lack of advanced features. There is no evidence of revenue streams or commercial partnerships beyond informational links. The target customer segment is local residents, tourists, and cultural enthusiasts. The partnership ecosystem includes local heritage sites and regional information providers. Growth indicators or strategic market positioning are not evident from the content.

Security posture

The website currently exhibits a low security maturity level. It lacks HTTPS/SSL encryption, exposing users to potential data interception risks. No security headers are detected, which could mitigate common web attacks. There are no visible forms or input fields, reducing attack surface but also limiting user interaction. Privacy and cookie policies are absent, indicating non-compliance with GDPR and related regulations. No incident response or security contact information is provided. The use of third-party tracking tools like Google Analytics and Facebook SDK introduces privacy considerations without explicit user consent mechanisms. Overall, the security posture is weak and requires urgent improvements to protect user data and comply with legal requirements.

Recommendations

  1. Implement HTTPS with a valid SSL/TLS certificate to secure all website traffic.
  2. Add comprehensive privacy and cookie policies with clear user consent mechanisms to comply with GDPR.
  3. Introduce security headers such as Content-Security-Policy, X-Frame-Options, and X-Content-Type-Options to enhance protection.
  4. Provide clear contact information including emails and phone numbers for user support and incident reporting.
  5. Modernize the website technology stack to improve performance, accessibility, and mobile responsiveness.

Technical notes

Notes

The website uses traditional HTML with windows-1250 charset and IE8 compatibility mode, indicating an older technology base. CSS stylesheets and JavaScript libraries including jQuery and a content slider script are used for UI elements. Integration with Facebook SDK and Google Analytics is present for social media and analytics tracking. No modern CMS or frameworks are detected. The site lacks mobile optimization and accessibility features beyond basic levels. Performance is moderate but could be improved with modern techniques. Hosting provider details are not discernible from the data. Overall, the technical infrastructure is functional but outdated and in need of modernization to meet current web standards and security best practices.
Standards and sources

Reference chips under each finding point to the standard, regulation or specification the finding relates to. They are taken from the official datasets below and mapped conservatively: a finding with no defensible link shows none. NIS2 and GDPR references mark where a finding is relevant evidence, not a compliance verdict. Implementing Regulation (EU) 2024/2690 binds digital infrastructure and digital service providers; for other entities it is the most detailed public reading of the Article 21 measures. WCAG, EN 301 549, European Accessibility Act and Web Accessibility Directive references name the requirement an automated accessibility rule relates to; they are not a conformance verdict.
