Pflegeausbildungsfonds Niedersachsen GmbH is a government-related entity responsible for managing the financing of the new nursing training profession in Lower Saxony, Germany. The website serves as an information hub providing legal foundations, procedural details, and official publications related to nursing education financing. The company operates a secure online portal for data collection, accessible via an external login link. The organization holds ISO 9001 certification, indicating a commitment to quality management. Technically, the website is built on TYPO3 CMS with Bootstrap, offering good mobile responsiveness and accessibility. The site is well-structured with clear navigation and professional design, although no advanced analytics or advertising tools are detected, reflecting a focus on information dissemination rather than marketing. Security posture is moderate with HTTPS enforced but lacking explicit security headers and published security policies. No vulnerabilities or exposed sensitive data were found. Privacy compliance is adequate with a privacy policy and cookie consent mechanism present, though no terms of service or incident response contacts are published. Overall, the website is trustworthy and professional, serving its niche government function effectively. Strategic improvements in security headers, incident response transparency, and vulnerability disclosure would enhance its security maturity and stakeholder confidence.

This scan rated NIS2 with an earlier keyword method that is no longer shown; rescan for the per-article view. Risk management, continuity, supply chain, training, MFA, management oversight (Art. 20) and incident reporting (Art. 23) need internal evidence, and Guard cannot tell whether NIS2 applies to this organisation.

GDPR is indicative only, based on publicly visible signals: Articles 7, 12, 13 and 32 of Regulation (EU) 2016/679 and Article 5(3) of the ePrivacy Directive. Not a certification or legal assessment.

Each check with its score, findings and the evidence it collected.

How this score is calculated

The security score runs 0–100, higher is better. It is the plain average of the security checks that completed in this scan, each counted equally. A check that could not run is left out: it counts neither as a pass nor as a fail.

Not counted

  • NIS2 outside view: Re-weights evidence from the TLS, email, DNS, network and hygiene checks, so counting it would count that evidence twice. Shown on its own.
  • OffSeq Observations: An AI reading of the site, useful context but not reproducible evidence. Shown on its own.

Findings that cap the score at 49

Each of these is serious on its own, so while any is present the site cannot rate better than high risk, however good the other checks are.

  • The certificate is not trusted by browsers
  • The website is not served over HTTPS
  • A database, remote desktop, file-sharing or Telnet service is reachable from the internet · found on this site
  • The page loads a script from a compromised source
  • The domain registration has expired
  • SPF authorises every server to send mail as the domain

Partial scans

When the site blocks Guard or most checks cannot run, the score covers only the checks that ran (usually DNS and email), is capped at 75 and is shown as partial, without a risk level.

Business context

Business profile

The Pflegeausbildungsfonds Niedersachsen GmbH occupies a unique position as the official financing body for nursing education reforms in Lower Saxony. Its business model is government-mandated fund management, targeting healthcare providers, training institutions, and trainees. The company leverages partnerships with external portals for data collection and references authoritative research bodies like BIBB. The presence of ISO 9001 certification and published annual reports indicates operational maturity and transparency. Growth indicators include ongoing updates to financing publications and campaign participation. The organization maintains a focused ecosystem with limited external dependencies, emphasizing regulatory compliance and service reliability.

Security posture

The current security maturity level is moderate. The website uses HTTPS and avoids exposing sensitive data. However, the absence of security headers such as Content Security Policy, HSTS, and X-Frame-Options reduces defense-in-depth. No incident response or vulnerability disclosure information is published, which may hinder rapid response to security events. GDPR compliance is indicated but could be strengthened with clearer data protection officer contacts and detailed privacy practices. The lack of tracking and advertising reduces privacy risks. Overall, the security posture is adequate for an informational government site but could benefit from enhanced transparency and technical controls.

Recommendations

  1. Implement and configure standard security headers (CSP, HSTS, X-Frame-Options) to improve protection against common web attacks.
  2. Publish a dedicated security policy and incident response contact information to enhance transparency and readiness.
  3. Add a vulnerability disclosure policy or security.txt file to facilitate responsible reporting of security issues.
  4. Enhance privacy compliance by providing explicit data protection officer contact details and detailed cookie usage information.
  5. Regularly review and update technical stack and dependencies to mitigate potential vulnerabilities and maintain performance.

Technical notes

Notes

The website is built on TYPO3 CMS with Bootstrap, leveraging modern web standards and responsive design. The HTML and CSS are valid and well-structured, supporting good accessibility and SEO optimization. Performance is moderate, with compressed assets and lazy loading of images via carousel backgrounds. No third-party analytics or advertising scripts are present, reducing external dependencies and privacy concerns. Hosting provider details are not explicitly identified. The site uses canonical URLs and meta tags appropriately. Opportunities exist to improve security headers and implement advanced performance optimizations.
Standards and sources

Reference chips under each finding point to the standard, regulation or specification the finding relates to. They are taken from the official datasets below and mapped conservatively: a finding with no defensible link shows none. NIS2 and GDPR references mark where a finding is relevant evidence, not a compliance verdict. Implementing Regulation (EU) 2024/2690 binds digital infrastructure and digital service providers; for other entities it is the most detailed public reading of the Article 21 measures. WCAG, EN 301 549, European Accessibility Act and Web Accessibility Directive references name the requirement an automated accessibility rule relates to; they are not a conformance verdict.
