Grand Paris Aménagement is a prominent public urban development agency serving the Île-de-France region, particularly the Grand Paris and Métropole du Grand Paris areas. The organization specializes in land and real estate engineering, urban planning, and public construction projects, positioning itself as a key player in regional development. The website reflects a professional and authoritative presence, targeting local governments, journalists, candidates, and residents with clear, relevant content and a strong public sector branding. Technically, the website is built on modern frameworks such as Next.js and React, ensuring fast performance, mobile responsiveness, and good SEO practices. The use of Google Analytics and Tag Manager indicates moderate user tracking, balanced with GDPR-compliant cookie consent mechanisms. The site architecture and navigation are clear and user-friendly, supporting a positive user experience. From a security perspective, the site enforces HTTPS and implements cookie consent but lacks visible advanced security headers and explicit security or incident response policies. The absence of WHOIS data due to privacy protection is noted but does not detract significantly from the site's legitimacy given its public sector nature. Overall, the security posture is solid but could be enhanced with additional transparency and security best practices. The overall risk assessment is low, with recommendations focusing on improving security headers, publishing security policies, and providing clearer contact information for data protection and incident response. These steps would further strengthen trust and compliance, supporting the organization's public mission and digital maturity.

Risk management, continuity, supply chain, training, MFA, management oversight (Art. 20) and incident reporting (Art. 23) need internal evidence, and Guard cannot tell whether NIS2 applies to this organisation.

GDPR is indicative only, based on publicly visible signals: Articles 7, 12, 13 and 32 of Regulation (EU) 2016/679 and Article 5(3) of the ePrivacy Directive. Not a certification or legal assessment.

Each check with its score, findings and the evidence it collected.

How this score is calculated

The security score runs 0–100, higher is better. It is the plain average of the security checks that completed in this scan, each counted equally. A check that could not run is left out: it counts neither as a pass nor as a fail.

Not counted

  • NIS2 outside view: Re-weights evidence from the TLS, email, DNS, network and hygiene checks, so counting it would count that evidence twice. Shown on its own.
  • OffSeq Observations: An AI reading of the site, useful context but not reproducible evidence. Shown on its own.

Findings that cap the score at 49

Each of these is serious on its own, so while any is present the site cannot rate better than high risk, however good the other checks are.

  • The certificate is not trusted by browsers
  • The website is not served over HTTPS
  • A database, remote desktop, file-sharing or Telnet service is reachable from the internet
  • The page loads a script from a compromised source
  • The domain registration has expired
  • SPF authorises every server to send mail as the domain

Partial scans

When the site blocks Guard or most checks cannot run, the score covers only the checks that ran (usually DNS and email), is capped at 75 and is shown as partial, without a risk level.

Technical appendix

Business context, site observations and technical notes gathered during the scan, and the standards behind each reference.

Business context

Business profile

Grand Paris Aménagement operates as a large public entity focused on urban development and land management in the Île-de-France region. Its competitive advantage lies in its official status as a reference public aménageur, extensive portfolio of over 80 active projects, and strong relationships with local governments and stakeholders. The business model centers on public sector contracts, urban planning, and real estate engineering, with revenue likely derived from government funding and project management fees. The target customers include municipalities, public institutions, and community members. Growth indicators include ongoing project expansions and active recruitment of specialized professionals. The organization maintains a network of subsidiaries and filiales, enhancing its operational capacity. Strategic observations highlight a focus on sustainable urban transformation and quality of life improvements, aligning with regional development goals.

Security posture

The website demonstrates a moderate to good security maturity level with HTTPS enforced and a cookie consent mechanism in place, indicating awareness of privacy regulations. However, the absence of key security headers such as Content-Security-Policy, X-Frame-Options, and X-Content-Type-Options suggests room for improvement in mitigating common web vulnerabilities. No explicit incident response or security policy information is published, which could hinder transparency and readiness in case of security incidents. There is no evidence of exposed sensitive data or vulnerable libraries in the provided content. Compliance with GDPR is supported by cookie consent and privacy policy presence, but explicit data protection officer contact details are missing. Overall, the security posture is adequate for a public sector website but would benefit from enhanced security controls and transparency.

Recommendations

  1. Implement comprehensive security headers including Content-Security-Policy, X-Frame-Options, and X-Content-Type-Options to strengthen web security.
  2. Publish a clear security policy and incident response contact information to improve transparency and readiness.
  3. Add a vulnerability disclosure policy or security.txt file to facilitate responsible reporting of security issues.
  4. Provide explicit contact details for the Data Protection Officer to enhance GDPR compliance and user trust.
  5. Regularly audit and update third-party libraries and tracking scripts to minimize potential vulnerabilities.

Technical notes

Notes

The website is built using modern web technologies, primarily React and Next.js, which support server-side rendering and optimized performance. The use of Lucide icons and well-structured CSS indicates attention to design and user experience. Google Analytics and Tag Manager are integrated for analytics and marketing purposes. The site is mobile-optimized with responsive design and good accessibility features. Performance appears fast with preloading of fonts and images. The absence of a known CMS suggests a custom-built solution tailored to the organization's needs. Technical risks are minimal but include the need for improved security headers and potential dependency management. Overall, the technical infrastructure is robust and supports the organization's digital presence effectively.
Standards and sources

Reference chips under each finding point to the standard, regulation or specification the finding relates to. They are taken from the official datasets below and mapped conservatively: a finding with no defensible link shows none. NIS2 and GDPR references mark where a finding is relevant evidence, not a compliance verdict. Implementing Regulation (EU) 2024/2690 binds digital infrastructure and digital service providers; for other entities it is the most detailed public reading of the Article 21 measures. WCAG, EN 301 549, European Accessibility Act and Web Accessibility Directive references name the requirement an automated accessibility rule relates to; they are not a conformance verdict.
